Information:
This Program must be administered as soon as possible. When reporting the repair, use "PI1361" as the Part Number, "7751" as the Group Number, "56" as the Warranty Claim Description Code and "T" as the SIMS Description Code. Exception: If the repair is done after failure, use "PI1361" as the Part Number, "7751" as the Group Number, "96" as the Warranty Claim Description Code, and "Z" as the SIMS Description Code.
This Revised Service Letter replaces the March 5, 1998 Service Letter. Changes have been made to the Problem, Action Required and Service Claim Allowances.
Problem
Some low pressure turbochargers on 3516 and 3516B Engines used in 793, 793B and 793C Trucks have had failures that resulted in rotation of the turbocharger bearing housing. If this occurs the turbo oil supply line or oil drain line may become disconnected from the turbo bearing housing. If the engine continues to run with an oil line disconnected, oil will run out on the engine.

1. Remove all 1220351, 0R6974, 1234874, 1480833 Turbos from parts stock.2. Install 2 blocks, 4 bolts and 4 lock washers per turbo.3. Return turbos to parts stock.4. New turbos coming from Caterpillar will not come with blocks installed. As turbos are removed from engines for repair or overhaul, the blocks from the old turbos will have to be installed on the new turbos.

Rework Procedure
1. Stop engine and let turbos cool down as necessary.2. Removing the turbo steps is optional. Read through these instructions and remove steps if desired.3. Each engine has two low pressure turbos. Each turbo has eight 6V4248 Bolts that clamp the compressor housing to the bearing housing.4. Remove four 6V4248 Bolts and four 7X0796 Washers from each turbo. Two bolts and two washers should be removed from two opposite corners of the bearing housing as shown in Illustration 1. Do this for both the front and rear low pressure turbo.5. When installed, the 1566231 Blocks must be positioned with the rounded corner as shown in Illustration 2 located next to the oil supply and oil drain line.6. Install two 1566231 Blocks, four 3E4353 Hard Washers and four 6V4249 Bolts per turbo. Do not reuse the old 7X0796 Washers. Make sure the 9Y1699 Clamps remain in place to clamp the compressor housing to the bearing housing.7. Tighten the bolts to 55 10 N m. Re-tighten the bolts to 55 10 N m.8. Record the serial number and location (front or rear) of each low pressure turbo after blocks have been installed.Example: S/N - L15115-418012 9. Install the turbo steps if they were removed.10. Start engine and check for leaks. Operate engine through a torque converter stall and check for proper engine operation.11.
