Test Step 1. Inspect the Electrical Connectors and the Wiring
Remove the electrical power from the EMCP.
Turn the battery isolator switch to the OFF position.

Thoroughly inspect the J1/P1 ECM connector. Inspect all of the connectors that are associated with the circuit. Refer to the diagnostic functional test Troubleshooting, "Electrical Connectors - Inspect" for details.

Perform a 45 N (10 lb) pull test on each of the wires in the ECM connectors and the connector for the EMCP that are associated with the circuit.
Check the torque of the allen head screws for the ECM connectors. Refer to the diagnostic functional test Troubleshooting, "Electrical Connectors - Inspect" for the correct torque values.
Check the harness and the wiring for abrasion and for pinch points from the batteries to the ECM. Expected Result:All connectors, pins, and sockets are completely coupled and/or inserted, and the harness and wiring are free of corrosion, of abrasion and of pinch points.Results:
OK - The connectors and wiring appear to be OK. Proceed to Test Step 2.
Not OK - The connectors and/or wiring are not OK.Repair: Repair the wiring and/or the connectors. Replace parts, if necessary. Verify that the original problem has been resolved.STOPTest Step 2. Check the Voltage to the ECM
Disconnect the connector from the rear of the EMCP.
Use a jumper wire to short circuit terminals 48 and 58 (fuel control relay) on the harness side of the connector for the EMCP.
Disconnect the J1/P1 ECM connectors.
Turn the battery isolator switch to the ON position. Note: Ensure that both of the emergency stop switches are in the RUN position.
Measure the voltage between P1-48 and P1-61.
Measure the voltage between P1-52 and P1-63.
Measure the voltage between P1-53 and P1-65.
Measure the voltage between P1-70 and P1-65.
Turn the battery isolator switch to the OFF position. Expected Result:The voltage is 24 3 VDC for all of the measurements.Results:
OK - The voltage is 24 3 VDC for each measurement. The ECM is receiving the correct voltage. There may be a problem with the fuel control relay at the EMCP. Leave the J1/P1 ECM connector and the connector for the EMCP disconnected. Proceed to Test Step 12.
Not OK - The voltage is not 24 3 VDC at terminals P1-48, P1-52, P1-53, or P1-70. There may be a problem with the batteries. Proceed to Test Step 3.
Not OK - No keyswitch voltage is present - The voltage is 24 3 VDC at terminals P1-48, P1-52, and P1-53, but voltage is not present at terminal P1-70 (keyswitch input).Repair: There is a problem in the harness between terminal 9 (control relay) and terminal P1-70 at the ECM connector. Repair the harness. Verify that the original condition has been resolved.STOP
Not OK - No +Battery voltage is present - The voltage is 24 3 VDC at terminal P1-70, but voltage is not present at terminals P1-48, P1-52, or P1-53.Repair: Perform the following procedure:
Turn the battery isolator switch to the ON position.
Check that the circuit breaker for the start relay has not been tripped. Check the voltage at the output of the circuit breaker. The correct output voltage is 24 3 VDC.
Check that the emergency stop switches are in the RUN position.
Turn the battery isolator switch to the OFF position. If either of the conditions that are stated above exist, correct the condition and perform this Test Step again.If the conditions that are stated above do not exist, there may be a problem with the circuit for the start relay. Proceed to Test Step 8.Test Step 3. Check the Batteries
Load test the batteries. Use the 4C-4911 Battery Load Tester. Refer to the Operating Manual, SEHS9249. Refer to Special Instruction, SEHS7633. Expected Result:The batteries pass the load test.Results:
OK - The batteries pass the load test. There may be a problem in the ground circuit to the ECM. Proceed to Test Step 4.
Not OK - The batteries failed the load test.Repair: The batteries are the cause of the original problem. There may be a problem with the alternator. Recharge the batteries or replace the batteries.If a problem with the alternator is suspected, refer to the troubleshooting without a diagnostic code procedure Troubleshooting, "Alternator".STOPTest Step 4. Check the Ground Circuit to the ECM
Fabricate a jumper wire that is long enough to provide a test circuit from the batteries to the control panel. Attach an alligator clip to one end of the jumper wire.
Securely fasten the end of the jumper wire that has the alligator clip to the −Battery terminal for one of the batteries. Stretch the other end of the jumper wire to the P1 ECM connector.
Turn the battery isolator switch to the ON position.
Check the continuity of the ground circuit to the ECM by measuring the resistance between the jumper wire and terminals P1-61, P1-63, and P1-65. Make the resistance measurements one at a time. The correct resistance is a short circuit condition between each of the −Battery terminals at the ECM and the −Battery terminal at the batteries.Expected Result:A short circuit condition exists for each measurement.Results:
OK - A short circuit condition exists for each measurement. The ground circuit from the batteries to the ECM is OK. Leave the J1/P1 ECM connectors disconnected. Proceed to Test Step 5.
Not OK - At least one of the measurements did not indicate a short circuit.Repair: Th
