Do not perform any procedure in this Special Instruction until you have read the information and you understand the information.The purpose of the Special Instruction is to provide information on how to obtain the California Air Resources Board (ARB) Pre-Empt Companion label. The Special Instruction also provides information on how to install the CARB Pre-Empt Companion label to the application.
A CARB Pre-Empt Companion label is NOT an engine emissions label.
A CARB Pre-Empt Companion label is required to identify an engine application which is or is not viable for sale into the US state of California.Safety Section

Information about the CARB Pre-Empt Companion Label
The CARB Pre-Empt Companion label will be provided with the engine in the same packaging that contains any additional engine labels required by the application. Note: The length of the label is 149 mm (5.866 inch). The width of the label is 52 mm (2.047 inch).Note: Label C is NOT required to be fitted to the application. Where to Apply the CARB Pre-Empt Companion Label
Caterpillar recommends that a CARB Pre-Empt Companion label is installed:
An area of the application near the operator during application use.
Somewhere the operator will observe at least daily. For example, entering or exiting the cab, undertaking equipment application start-up sequence.
The CARB Pre-Empt Companion label does not need to be visible from the ground, but should be visible from a position normally encountered during normal equipment application operation. For example, entering or exiting the cab, undertaking equipment application start-up sequence, seat adjustment, sun visors.
Areas of periodic and daily maintenance are not allowed. One example would be on the bottom of the oil pan, where the label is only visible during an oil change. Another example would be behind an air cleaner housing, only visible during a filter change.
It is acceptable for the CARB Pre-Empt Companion label to be behind flexible wires, hoses, or tubes that can be easily pushed aside without being disconnected. It is acceptable to have to remove clamps to be able to read the label content.
If a person can read the majority part of the CARB Pre-Empt Companion label from a single viewing angle, and can read all parts of the label from various viewing angles, this is acceptable as long as the other criteria are met.
The CARB Pre-Empt Companion label should be in a place such that the presence of the label can be determined under normal lighting conditions, although an alternate light source might be needed to illuminate the label for reading the label.How to Apply the CARB Pre-Empt Companion Label
Adhesive films should be applied to a clean, dry, smooth surface. Adhesive films should be applied when the ambient temperature is between 15° C (59° F) and 27° C (80.6° F).Prior to installation, ensure that the surface is clean and free from contaminates, do not use acetone (propanone) to clean the area before adhering intended label surface.
Clean the surface with a 1:1 mixture of isopropyl alcohol (IPA) and water. Use a clean, lint-free paper towel to remove all dirt and contaminates from the surface.
Carefully remove the backings from the new CARB Pre-Empt Companion label. Immediately apply the label to the intended surface.Note: Avoid trapping air bubbles under the label material.
Apply pressure to the entire label to ensure adhesion.
