Problem
The torque rise rod used in the 3161 Woodward governors on certain D11N Tractors can wear during machine operation. This wear will allow excessive rack travel at higher engine rpm and result in higher horsepower. The higher horsepower can cause premature engine and drive line wear. The governor needs to be replaced with a governor that has an improved torque rise rod. Since some customers may have experienced increased horsepower as a result of wear on the torque rise rod, dealers should advise customers that this Program will return the engine to the rated horsepower in order to provide the desired power train service life.

Model Identification Number D11N 74Z1 - 450 Spare Engine 99W495, 497, 654, 702, 719, 784, 790, 794, 797, 802, 808 If a spare engine has already been installed in the Affected Product, the original engine will need to be reworked.
Parts Needed
Dealers will need to order parts for this Program. 1 - 3J7354 Seal 1 - 8N9885 Gasket 1 - 6V3865 Seal 4 - 3P647 Seal Some dealers, because of import and export regulations, may not be able to use a governor that requires the return of a core. These dealers should order 9Y6679 Governor Groups from Caterpillar. Dealers, whose import and export regulations allow the return of a core, must order 9Y6679 Governor Groups from the appropriate Woodward facility listed below. Because of the limited availability of governors, it will be necessary to control distribution. Dealers will need to contact their Caterpillar Service Representative for the number of governors that have been allotted to them for this Program based on the population of the Affected Product in their area. NACD dealers should contact their Service Representative or NACD Technical Services - Gary Martin at (309) 675-5954. Orders should be placed by phone or Telex. Do not order from any other Woodward facility as they have not been authorized to perform the rework for this Program. When ordering specify that the order is in response to the governor rework program for Caterpillar Inc.'s D11N Tractors. When an order is processed by Woodward, dealers will be invoiced for the full value of a new governor. This invoice will be due within 30 days. If a core governor is returned to the Woodward facility within 30 days, a new corrected invoice will be issued for the amount the dealer is to pay. The core governor must be tagged with the original Woodward invoice number and shipped prepaid to the Woodward facility. Use the most expedient shipping method for your area.
