If it is desired to only remove the governor so the fuel injection pump housing can be disassembled, do only Steps 2, 3, 4, 17, 24, 27, 28, 29, 30, 34, 36, 37 and 40.2. Put the fuel injection pump housing and governor in position on tool (A).3. Remove the bolts, fuel ratio control (1) and the shutoff solenoid (if so equipped) from rear governor housing (2).4. Remove the bolts, rear governor housing (2) and the gasket from the front governor housing. 5. Remove governor spring (3), the two wave washers, one flat washer and the seat from the guide in the rear governor housing. 6. Remove bolt (6) that holds lever assembly (4) to the shaft assembly.7. Remove the bolts, cover assembly (5), the gasket, the shaft assembly, lever (4) and lever (7) from the rear governor housing. There is a key in the (slot) groove of the shaft assembly that be removed before the shaft assembly is removed from the rear governor housing. 8. Remove spring (8), shaft assembly (10) and if necessary dowels (9) from the cover assembly. 9. Remove the rings, pins (13), stop (12) and plates (11) from the shaft assembly. 10. Remove the pin (15) and spring (14) from the lever assembly. 11. Remove seal (16) and the low idle adjustment screw (17) from the cover assembly. 12. Remove seal (19) from the cover assembly.13. Remove plug (18) from the cover assembly. Spacers (21) and (23) are different sizes. Make sure they are assembled in the correct position.14. Use needle nose pliers (20) and remove the shaft. Remove spacer (23), lever (22) and spacer (21) from the rear governor housing.15. If necessary, remove the screws, cover (24) and the gasket from the rear governor housing. 16. If necessary, remove dashpot valve (26), fitting (27), insulator (28), high idle adjustment (29) and seal (25) from the rear governor housing. 17. Remove the bolts, front governor housing (30) and gasket from the fuel pump housing. 18. Remove the bolts and torque control group (32) from block (33).
Depending on the different engine applications, torque control groups will vary. Inspect all parts for wear and damage and make a note of the correct sequence of the parts for assembly purposes.
19. Remove the bolts and block (33) for the full load stop from the front governor housing.20. If necessary, remove dowels (31) from the front governor housing and the dowels that align block (33). 21. Remove the bolt that holds collar (35) to bolt (36).22. Remove collar (35) and spring (34) from bolt (36).23. If necessary, remove the stop screw from collar (35). 24. Remove the bolts and governor servo (37) from the fuel injection pump housing. 25. Remove lockring (42), seat (41), spring [broken link spring] (40) and sleeve (39) from valve (38). Remove the other lockring (42) from the groove in the center of valve (38). 26. Remove valve (38), sleeve (43) and piston (45) from the governor servo. Remove the O-ring seal from sleeve (43). Remove pin (44) and lever (46). 27. Use tool (C) to hold spring (47) in compression so the ring on the governor shaft can be removed.28. Remove the ring and carefully remove tool (C).29. Remove bearing (48), the sleeves and spring (47) from the governor shaft. 30. Remove ring (50) and dashpot assembly (49) from the governor shaft. 31. Use tool (B) and remove ring (56) from seat (53).32. Remove ring (55) and spool (54) from seat (53).33. Remove seat (53), spring (52) from shield (51). 34. Remove spring (58) and riser (57) from the governor shaft. 35. Remove ring (59), races (60) and bearing (61) from the riser. 36. Remove shield (62) from the carrier assembly. Make a replacement of shield (62) any time it is removed. 37. Remove the bolts and carrier assembly (63) from the fuel pump housing. 38. Remove dowels (64) and flyweights (66) from the carrier assembly.39. Remove dowel (65) from the governor shaft and remove governor shaft from the carrier assembly. 40. Remove races (67) and (69) and bearing (68) from the camshaft in the fuel injection pump housing.Assemble Governor
1. Put the fuel injection pump housing in position on tool (A). Install race (69), bearing (68) and race (67) on the end of the camshaft in the fuel injection pump housing. 2. Put flyweights (66) in position on carrier assembly (63) and install dowels (64) to hold the flyweights in place. The flyweights must move freely on the dowels and have 0.01 to 0.23 mm (.0004 to .0090 in). end play.3. Install governor shaft (70) on carrier assembly (63).4. Install dowel (65) in governor shaft (70) and slide carrier assembly (63) down on the governor shaft until dowel (65) fits into the slot in the carrier assembly. 5. Install carrier assembly (63) on the end of the camshaft. Make a replacement of shield (62) any time it is removed.6. Use tool (B) and install shield (62) on the carrier assembly until it is against its seat. Use a hammer and a punch to move the metal (stake) two places on the side of the shield 180° 5° apart next to the holes in the shield. 7. Install races (60), bearing (61) and ring (59) on riser (57). 8. Install riser (57) and spring (58) on the governor shaft. 9. Install spool (54) and ring (55) on seat (53) and use tool (C) to install ring (56) to hold them in place.10. Install seat (53) on spring (52) and then install spring (52) on shield (51). 11. Install dashpot assembly (49) on the governor shaft as shown. 12. Install the ring in the lower groove in the governor shaft. Install sleeves, spring (47) and bearing (48) on the governor shaft.13. Use tool (D) to hold spring (47) in compression and install the ring in the groove in the governor shaft. 14. Put lever (46) in position on governor servo (37) and install pin (44) to hold the lever in place. Use a

Make a replacement of shield (62) any time it is removed. 37. Remove the bolts and carrier assembly (63) from the fuel pump housing. 38. Remove dowels (64) and flyweights (66) from the carrier assembly.39. Remove dowel (65) from the governor shaft and remove governor shaft from the carrier assembly. 40. Remove races (67) and (69) and bearing (68) from the camshaft in the fuel injection pump housing.Assemble Governor
1. Put the fuel injection pump housing in position on tool (A). Install race (69), bearing (68) and race (67) on the end of the camshaft in the fuel injection pump housing. 2. Put flyweights (66) in position on carrier assembly (63) and install dowels (64) to hold the flyweights in place. The flyweights must move freely on the dowels and have 0.01 to 0.23 mm (.0004 to .0090 in). end play.3. Install governor shaft (70) on carrier assembly (63).4. Use tool (B) and install shield (62) on the carrier assembly until it is against its seat. Install races (60), bearing (61) and ring (59) on riser (57). 8. Install riser (57) and spring (58) on the governor shaft. 9. Install spool (54) and ring (55) on seat (53) and use tool (C) to install ring (56) to hold them in place.10. Install seat (53) on spring (52) and then install spring (52) on shield (51). 11. Install dashpot assembly (49) on the governor shaft as shown. 12. Install the ring in the lower groove in the governor shaft. Install sleeves, spring (47) and bearing (48) on the governor shaft.13. Use tool (D) to hold spring (47) in compression and install the ring in the groove in the governor shaft. 14.
