The maximum fuel adjustment is mounted on the timing case.If the timing case is removed or replaced or the cylinder block is replaced, the correct maximum fuel setting may not be maintained. A reference setting must be determined before the setting for the maximum fuel adjustment can be made.Maximum Fuel Reference
A reference setting must be established when the following engine components are removed or replaced:
Cylinder block
Front housing
Disconnect the return spring from the throttle on the front housing.

Remove the D plug for placement of the governor arm lock.
Remove plug (2) from front housing (1) .

Access plate
Remove access plate (4) from the cylinder block below the fuel injection pump.

Locate the hole in the front housing that is used for plug (2). Insert governor arm lock (3) into the hole in the front housing. The end of governor arm lock (3) should point downward.

As governor arm lock (3) moves by governor control lever (5) rotate governor arm lock (3) for 90 degrees in a counterclockwise direction. This movement will engage the end of the governor arm lock behind governor control lever (5) .

Tighten adjustment screw (7) finger tight so that governor control lever (5) and fuel control lever (9) are held together. To ensure that the governor arm lock is installed properly, the pin on the fuel control linkage should move with the governor arm lock.Move governor arm lock (3) forward and backward in order to ensure that no play exists between the governor control lever and the fuel control lever. Pin (10) on the rack for the fuel control should move with the governor arm lock. The governor arm lock will not be centered in the hole for the plug. However, the governor arm lock will not contact the sides of the hole.
Remove the fuel lines from the fuel filter base.
Remove the fuel shutoff solenoid. Ensure that the gasket is removed from the cylinder block.Note: When spring (12) is removed, the spring may become disconnected from pin (13). Then, the spring can fall into the oil pan.
Remove spring (11) from pin (10). Remove spring (12). Remove control linkage (14) from the pin.

Components for mounting the fuel injection pump
Remove the mounting bolts and nuts (15) for the fuel injection pump. Remove the fuel injection pump. Remove shim (16) for the fuel injection pump. Refer to Disassembly and Assembly, "Fuel Injection Pump - Remove" for more information.
Remove stud (18) from the cylinder block. Clean the mating surface of the cylinder block.

Installing the rack set tool group
Put rack set tool group (19) into position on two dowels (17) on the cylinder block. Adjustment rod (21) enters the fuel injection pump housing of the cylinder block through the hole for the fuel shutoff solenoid. Place two bolts in holes (20) on the rack set tool group. Tighten the bolts in order to mount the rack set tool group to the cylinder block.
Put pin (10) on the end of the adjustment rod into the hole in control linkage (14). Place the end of spring (12) on pin (10) .
