(1) Clevis assembly
Remove the clip and move the sleeve into the cylinder head until clevis assembly (1) is visible.
Remove the Fuel Shutoff Solenoid.

(2) Paddle
Fully depress paddle (2) and watch clevis assembly (1). If the clevis assembly moves 3 mm (0.125 inch) or more, the governor linkage is not binding. Discontinue this test. If the clevis assembly does not move the required distance, proceed to Step 5.
Disconnect the governor linkage at the clevis assembly by removing the clevis pin. The clevis should move toward the governor to the Fuel ON position.

Refer to Special Instruction, REHS0601, "Inspection and Modification of the 102-7459 Fuel Injection Control Linkage and the 4P-9048 Fuel Injection Control Linkage" for a detailed procedure for inspecting the 102-7459 Fuel Injection Control Linkage and the 4P-9048 Fuel Injection Control Linkage. Move control linkage (3) by hand. If the linkage moves freely, proceed to Step 7. Otherwise, remove the valve cover and move each fuel injection rack (4) in order to check for binding. If all of the fuel injector racks move freely, the control linkage may be binding. Adjust the two center mounting brackets (5) and stop this test. If the fuel injection rack binds, use the following procedure to correct the problem.
Remove the rocker stand and remove the hold-down bolt for the unit injector. Rotate the injector in the cylinder head. Disconnect the fuel injection rack from the linkage.
Do not remove the fuel control linkage or the fuel injection racks without having the Injector Spring Compressors installed. Damage to the injectors may occur.
Use a 1U-6675 Injector Spring Compressor to compress the fuel injector spring.
Move the fuel injection rack. If the fuel injection rack still binds, replace the injector. Refer to Tool Operating Manual, NEHS0738, "Using the Injector Seating Tool " and Tool Operating Manual, NEHS0610, "Using the 128-8822 Tool Group on 3114, 3116, and 3126 Engines with Mechanical Unit Injectors (MUI)". Also, refer to Video Tape, LEVN4032, "Troubleshooting Guide for the 3100 Family of Diesel Engines" and Video Tape, LEVN4732, "Injector Seating Procedure".
Verify synchronization and timing after an injector has been replaced or after an injector has been reinstalled. Refer to the System Operations, Testing And Adjusting module. If the fuel injection rack is no longer binding, the injector may have been seated incorrectly.
Ensure that the fuel injection rack is centered. Ensure that the ball for the fuel control linkage is centered. Torque the bolt for the injector hold-down bracket to 12 3 N m (106 27 lb in).
Fully depress paddle (2). Watch the clevis. If the clevis moves approximately 6 mm (0.25 inch) to 12 mm (0.50 inch), proceed to Step 8. If the clevis does not move toward the Fuel OFF position 6 mm (0.25 inch) to 12 mm (0.50 inch), remove the governor and check for the following problems:
Broken retaining ring
Missing retaining ring
Servo that is binding
Tight pivot shaft in the bearing block
Swivel that is binding
Sleeve that is bindingReplace parts, as needed.
Check the sleeve between the governor and the cylinder head for signs of binding or wear.
