START BY:a) remove fuel injection pump housing and governor 1. Put the fuel injection pump housing and governor in position on tool (A).2. Remove the bolts that hold governor housing (1) to the fuel pump housing. Remove the governor housing from the fuel pump housing.3. Remove cover (2) from over the torque spring. 4. Remove spring (4), washers (5), spring washer (3) and seat (6) from the governor housing. 5. Remove nut (7) and bolt (8) that hold torque stop (9) to the fuel injection pump housing. Remove the torque stop.
Do not mix the sequence of insulators, shims, spacers, contact bar and spring when the torque stop is removed.
6. Remove dashpot assembly (10) and spring (11). 7. Remove retaining ring (14), ring (17) and spool (13) from seat (16). Remove seat (16) and spring (12) from seat (15). 8. Push on lever (19) and remove pin (18) from the fuel injection pump housing. 9. Pull up on shaft (20) and remove the shaft and liner (21) from the fuel injection pump housing. Shaft (20) has an O-ring seal on it which can make it difficult to remove the shaft from the fuel injection pump housing.10. Remove riser (22) from the shaft. 11. Remove ring (23) that holds lever (24) to the dowel. Remove the lever.
Tool (B) can cause damage to the cover. Always inspect the cover and install a new cover if needed.
12. Use tool (B) to remove cover (25) from the camshaft.13. Install tool (C) in the notch in the fuel injection pump camshaft to keep the camshaft from turning. 14. Remove three bolts (26) that hold flyweight assembly (27) to the camshaft. Remove the flyweight assembly from the fuel injection pump housing.Connection Of Governor To Fuel Injection Pump Housing
1. Put the fuel injection pump housing on tool (A).2. Install tool (B) in the notch in the fuel injection pump camshaft so the camshaft will not turn.
Make sure the pin that holds the shaft in the flyweight assembly is in position before the flyweight assembly is installed.
3. Put flyweight assembly (2) in position on the camshaft. Install three bolts (1) that hold the flyweight assembly to the camshaft. The bolts that hold the flyweight assembly to the camshaft have a locking material on the threads. The bolts must not be used more than one time.
Never install a used flyweight cover that is bent.
4. Install cover (4) on the camshaft with tool (C). 5. Grind a taper on the bottom edge of a1/8" screwdriver (3). Install the screwdriver through the bolt hole in the governor housing. The screwdriver must fit evenly against the flyweight assembly cover. Make a mark (stake) in four places around the cover in line with the groove in the camshaft. 6. Install lever (5) on the dowel and install the retaining ring that holds the lever in place. 7. Lift flyweight (6) up and put riser (7) in position between the flyweight. 8. Put lever (10) in position in the groove of riser (7) and the ball end engaged in the hole of sleeve shaft lever (9). Install shaft (8) that holds the lever in position.
If lever (10) is not installed correctly, the governor can not operate and can cause the engine to over-speed.

Install spool (13), ring (17) on seat (16), and install retaining ring (14) that holds them in position. 11. Install spring (19) and dashpot assembly (18) on the shaft. 12. Put torque spring (22) in position on the stud in the fuel injection pump housing and install nut (20) and bolt (21). 13. Install guide (23), washers (26), (wave) washer (24) and spring (25) in the governor housing. 14. Install cover (28) over the torque stop. Install the two bolts that hold the cover in position.15. Put a new gasket (29) in position on the governor housing.16.
