Introduction
This Special Instruction describes the procedure for replacing the governor spring on 301.6C and 301.8C Mini Hydraulic Excavators. The engine speed will fluctuate on some machines without operating the governor control. The new, stronger spring can be installed in order to help eliminate this problem. The new spring will stabilize the engine speed. When the new spring is installed, it is necessary to adjust the high idle speed. The tamperproof cover that is installed on the adjusting screw must be removed in order to adjust high idle speed. A new tamperproof cover must be installed after high idle speed has been correctly set.Required Parts

Park the machine with the stick in the vertical position and the work tool on the ground.
Stop the engine. Remove the start switch key and attach a Do Not Operate sign to the start switch.
Open the engine cover door. Check that the door is locked in the open position.
Remove the washer fluid bottle.

Governor Mechanism
Disconnect the governor cable at the clevis (4) .
Remove the return spring (1) .
Protect the surrounding area from grinding dust. Use an air grinder equipped with a thin cut abrasive cutting wheel to cut through the tamperproof cover (2). Wear gloves and eye protection. There is an adjusting screw under the tamperproof cover that might get damaged. Refer to Illustration 4.
Remove the four bolts that secure the governor cover (3). Remove the governor cover and the old gasket. Make sure that all traces of the old gasket are removed from the two contacting surfaces.

Existing Governor Spring
Tie a piece of clean wire to the existing spring (5) and remove the spring. The wire is to help ensure that the spring does not fall into the governor mechanism.

New Governor Spring
Install the new governor spring (6). The spring can be installed either way. However, it is easier to install the spring with the long leg at the left as shown in Illustration 3.
Install the governor cover. Use the new 223-0341 Gasket (7) and assemble the return spring anchor bracket to the cover. Tighten the four bolts evenly to a torque of 8.8 1 N m (6.5 0.7 lb ft).
Connect the governor cable.

Tamperproof Cover Removed
Loosen the jam nut and remove the adjusting screw located under the tamperproof cover (2) .
Assemble the 246-4235 Ring (9) to the plain diameter on the jam nut and install the adjusting screw complete with jam nut and ring. The chamfer on the ring must face the head of the adjusting screw.
Start the engine and operate at low idle. Check for leaks.
Move the governor control to the high idle position and measure the engine speed. Use the 1U-6602 Photo-Tachometer or a similar tool.
Use the adjusting screw to adjust the high idle speed to 2580-2680 rpm. When the high idle speed is correct, lock the adjusting screw with the jam nut. Recheck that high idle speed is correct.
Stop the engine.
Move the handle on the governor cable to the HIGH IDLE position. Make sure that the handle is fully in the high idle position. The handle should move 120 degrees from the low idle position. The handle should come close to contacting the plastic trim. This is normal.

Governor Cable Mounting (Engine)
Engage the governor cable in the mounting bracket on the engine and connect the clevis (4) to the governor mechanism. Back off the two jam nuts (10) and (11) .
Use the left side jam nut (10) to take all free movement out of the inner cable. The inner cable must be taut and the governor lever must be fully in contact with the stop in the high idle position.
Use the right side jam nut to fix the governor cable in position. When the handle on the governor cable is moved to the low idle position the inner cable must be slack.
Move the handle back to the LOW IDLE position and start the engine. Move the handle from LOW IDLE to HIGH IDLE and then move the handle back to LOW IDLE. Low idle speed will be reached before the handle is in the fully forward low idle position. When the handle is moved back from the fully forward position, there will be free movement before the engine speed starts to increase. This is normal.
Install the washer fluid bottle.
When the installation is complete and the high idle speed is correct, install the tamperproof cover. Slide the tamperproof cover over the adjusting screw and hold the tamperproof cover in hard contact with the ring. Strike the tamperproof cover sharply with a soft hammer in order to fix the tamperproof cover in position.
