Priority ENGINE EMISSION LABELS AND AN OWNER NOTIFICATION LETTER TO BE PROVIDED TO OWNERS OF GENERATOR SETS WITH 3406C ENGINES PRODUCED IN 1996, 1997, 1998, AND 1999
7405 PI30131 This Program must be administered as soon as possible. When reporting the repair, use "PI30131" as the Part number and "7751" as the Group Number, "56" as the Warranty Claim Description Code and "T" as the SIMS Description Code. Exception: If the repair is done after failure, use "PI30131" as the Part Number, "7751" as the Group Number, "96" as the Warranty Claim Description Code, and "Z" as the SIMS Description Code.
The information supplied in this service letter may not be valid after the termination date of this program. Do not perform the work outlined in this Service Letter after the termination date without first contacting your Caterpillar product analyst.

PARTS NEEDED
Dealers will not need to order parts for this Program. A replacement Engine Emissions Label for each Affected Generator Set is enclosed with the Owner Notification Letter and mailed directly to the Owner (sample copy attached, for reference).
ACTION REQUIRED
No Dealer action is needed, unless the Dealer is on record as the Owner of the Generator Set. The Owner Notification Letter informs the Customer that the engine may not have the appropriate Emission Label. Each Owner Notification Letter includes a replacement Engine Emission Label, and requests the customer to apply it to the oil cooler on the engine of the Affected Generator Set.
In cases where the Dealer is the Generator Set owner (Dealer inventory, rental fleet, etc.), the Dealer will receive the Owner Notification Letter, and is expected to install the label. If unit has been sold, and the Dealer receives the Owner Notification Letter, the Dealer is expected to inform the Customer and forward the Owner Notification Letter and label for the Customer to install.

OWNER NOTIFICATION
A copy of the Owner Notification letter that will include the emission label is attached. A pre-addressed and postage-paid "return envelope" will be included for the owner to return the Owner Notification Letter and Emission Label if the owner no longer has the Generator Set, or if the Generator Set already has an emissions label.
SERVICE CLAIM ALLOWANCES
No Parts, Labor, or other expenses are allowed. Replacement Engine Emission Labels are included with the Owner Notification letters, and are expected to be installed by the Owner at the owner's convenience. This Service Letter is intended to provide a permanent record of Affected Generator Sets for which Owner Notification Letters and replacement Labels were sent, and to inform Dealers.

Dear Caterpillar Product Owner:
The 3406C Generator Set engine listed below is certified to meet the Environmental Protection Agency's non-road emission regulations. However, it is possible that the engine may not have been properly labeled before it left the factory.
Please apply the enclosed replacement Emission Label to the oil cooler of the engine or a flat place on the engine where the label could be easily viewed after application. Peel the backing from the self-stick label, and apply it to a clean, dry area of the engine oil cooler or wherever is appropriate.
__ If the engine already has an emission label, please return the new replacement label and this letter in the return envelope provided. The Emission label is a separate label about 9 inches long; and should not be confused with the Engine Information Label which shows engine data, and is 4.5 inches long.
__ If you no longer own the Generator Set(s) listed below, please return this letter and the replacement label(s), and fill in as much information as possible about the Purchaser or Dealer in the space provided.

We regret the inconvenience that this may cause you; but having the label in place should eliminate the possibility of any related field enforcement activity that could limit the use of the Generator Set. An emission certification label will enhance the ability to sell the Generator Set. Emission labels are required whenever Generator Sets are moved across United States borders.
